The armoured car was built at the request of the Estonian War Ministry between 1924/25. Due to the small development and production capabilities of the Estonian industry, a platform with an engine from a civilian English Vickers Crossley lorry was used. The proposed design was the work of Estonian engineers. The armoured plates were supplied from Sweden.
The armoured cars were built in two series. The first five vehicles were ordered on 25 November 1925, the next eight vehicles were ordered on 17 February 1927. In total, 13 vehicles were built between 1926 and 1928. Seven vehicles were armed with the 7.7 mm Madsen machine gun, six vehicles were armed with the 37 mm Hotchkiss gun. The vehicle was equipped with tires that ensured the vehicle's mobility even after being shot through.

The eleven vehicles were concentrated into a motor battalion, where they formed the armament of four platoons (each platoon was to have one gun and two machine gun vehicles). The last two vehicles produced and delivered in 1927 had a 37 mm gun and were assigned to the defence of the capital Tallinn (the name of a separate platoon from 1930 - "Maleva üksik soomusautorühm"). These gun vehicles were named "Kou" and "Pikker". All the vehicles were to be modernised according to the army's plans. They were all to be armed with a 37mm semi-automatic gun in the turret, a machine gun mounted in the front armour of the hull next to the driver, and the crew were to be armed with submachine guns and pistols. Due to lack of funding, these changes were not implemented until the USSR invaded Estonia. The captured machines were assigned to units of the Soviet army. The further fate of these vehicles is unknown. One burning vehicle is captured on a German period documentary filmed at the capture of Paldiski.
