A single-seat helicopter with interlocking rotors, originally intended as a reconnaissance, built only a few pieces that were tested on the ship. The findings were used in the construction of Flettner Fl 282.

The Siemens-Halske Sh 14A star engine with an output of 110 kW, located in the bow of the fuselage, which powered two two-bladed, intertwining counter-rotating rotors. This typically Flettner design of the supporting rotors solved the problem with the reaction moment and also occurred on Fl 282. The first flight of the Fl 265 V1 took place in May 1939. The machine carried civil registration. This helicopter was destroyed by an accident (the failure was caused by a reducer). The helicopter fell from a height of 30 m and burned.
Development continued with the second prototype V2 with military registration TK + AN. All other machines also had a military registration. A total of six prototypes were built. The type was not ordered because a better Fl 282 was created in the meantime.

Fl 265 V2 was used for Krigesmarine tests in 1939-40, when the helicopter operated from a special platform located aboard the cruiser Cologne. The tests were successful and confirmed that the machine is able to perform reconnaissance tasks. Further tests were performed by engineers during exercises in the Alps. Loads weighing up to 17% of dead weight were transported, with a ground effect of up to 40% of dead weight.
