The development of the 5000 kg calibre bursting aerial bomb began in early 1943, following a request from the Main Air Supply Department. The development was provided by the KB-35 design bureau, the bomb was intended for use on Pe-8 bombers. Compared to previous designs of large-caliber cluster bombs (FAB-1000, FAB-2000), the designers used a higher percentage of explosive to total bomb weight (66% versus 38-45% for "smaller" calibers). Another difference was the use of up to 8 independent mechanical igniters, which the designers wanted to eliminate the possibility of bomb failure on impact.
The bomb was introduced into armament by the decision of the National Commissariat of Defence No. 0340 of 06.05.1943. Small series production was started, as the bomb was only usable on one type of aircraft. Moreover, the real use of the bomb was rather demonstrative. The first combat use was before the bomb was officially introduced into the armament - on 28 April 1943 the bomb was used to bomb fortifications in the area of Königsberg (today Kaliningrad). A month later, two bombs were used on German objects near Mogilev, and on 06.06.1943, during a night raid, one bomb was used to bomb a railway junction in the town of Orel. In July, bombs were again used on targets in the town of Orel and in the Kursk area, as part of the incipient Orlov-Belgorod Operation.
By the spring of 1944, the Air Force had used a total of 13 bombs. As from August 1944 the Air Force no longer had a suitable carrier (the Pe-8 aircraft had reached the end of its technical life), so small series production (along with the FAB-2000) was stopped.


After the end of the war, the bombs were replaced by a newly developed bomb of the same caliber - the FAB-5000 M-46.
