The second Curtissovým monoplánem was XF13C-1, whose factory designation Model 70 suggests that the work on it actually began earlier than the XF12C-1. The Model 70 was a smaller, single-seat machine with a wing across the cabin, all-metal construction, and in addition to the wings and tail surfaces, the setting was covered with canvas, covered with a sheet. The chassis was again manually retractable landing and match the one used on the BF2C-1. From the beginning, perhaps as a hedge against distrust of the navy to jednoplošníkům, but was designed so that the strut of the wing could be removed and instead affixed a second set of wings, thus it became a biplane (more precisely sesquiplán, because the lower wing was significantly smaller area).
