Ray Wehnes Barker was born 10. December 1889 in the city of Elmira in the state of New York. In 1910 he entered the army and served with the 15. equestrian regiment. Already as an officer, participated in the punitive expeditions against Pancho Villa. After that he went to field artillery and with 13. regiment field artillery participated in operations in France. In 1928 he graduated from the school for officers of the general staff, and in 1940 the High school war. In 1940-1941 he was the commander of the 31. field artillery regiment and in the years 1941-1942 30. field artillery regiment.

In July 1942 he was promoted to the rank of brigadier general, and in the years 1943-1944 he served as deputy chief of staff the headquarters of the us army in Europe. In 1944 in the rank of major general, became one of the representatives of the chief of staff of the supreme commander of the allied expeditionary force. In 1945, inter alia, in charge of the negotiations with the Soviets regarding the exchange of prisoners of war liberated from German pow camps. In January 1946 became commander of the 78. infantry division and in February 1947 he retired from the army. In the years 1946-196 was the director of the Manliuské private secondary military school. Ray Barker died 28. June 1974 in Fort Bragg.
