Together with the project DTP on the chassis Hkl 6p, the development of which was commissioned in 1956, the development of the mobile technical observatory (PTP) was commissioned in the same period. The vehicle was to be used for continuous observation of tanks and transporters on the battlefield, to organize and manage the activities of the technical service in the field deployment. Like DTP, a prototype PTP was built on a captured German armored personnel carrier Sd.Kfz. 251 (in the Czechoslovak army also bore the German, but factory designation "Hkl 6p"). The vehicle registration number 66309 was chosen for the construction of the prototype. In 1949 it was reconstructed in the company Škoda in Pilsen and sent to state 21. infantry motorized regiment in Čáslavi. The connection of the deputy commander for technical matters of the regiment or battalion was secured by the radio station R-113. During static observation, the connection could be secured by a field telephone TP-25. Original transporter Sd.Kfz. 251 did not have a ceiling armor, but in the case of PTP was mounted together with hatches. The vehicle was to be armed with a 7.62 mm SGMT machine gun and armor. The commander had a map table and a panoramic periscope telescope. Inside, there were a pair of reclining loungers for the crew to rest. A motorcycle was transported inside, which was to be an alternative option for transmitting messages. The observatory underwent tests at the scientific-research tank polygon in Doksy. After the tests, it was handed over for practical use in military units. However, the project was not put into series production. The transporter OT-810/R2 was used for ZVTV.
