At the beginning of 1931, the Japanese navy ordered a two-seat dive bomber from Heinkel. According to the submitted specifications, the aircraft was to be armed with a 250 kg bomb and was to be equipped with a wheeled landing gear or floats.

The first prototype He 50aW in a float version was completed in the fall of 1931. The machine was powered by a Junkers L-5 engine with an output of 390k. Flight tests have shown that the aircraft lacks power. Another prototype, already with a wheeled chassis, the He 50aL was equipped with a Siemens Jupiter VI engine with an output of 490 hp. After removing minor shortcomings, another prototype He 50b became a model of a heavily modified series made in Japan as Ajči D1A. The sent model machine was marked He 66 and it was directly a prototype He 50b.

China also ordered twelve machines of this type in 1934. The planes for China were to be marked He 66b or He 66BCh and perhaps had Siemens SAM 22B engines. However, none of them got to China anyway, instead they were taken over by the Luftwaffe as He 50 B. Information about the delivery of another 12 machines in 1936 is also unsubstantiated.

At the beginning of 1932, the Heinkel company offered the RLM He 50aL aircraft, which aroused great interest in the Luftwaffe. Therefore, three machines were ordered for operational tests and were handed over to the German Air Force in the spring. The aircraft were powered by a Siemens SAM 22B engine with an output of 600 hp. The aircraft were evaluated positively and the Luftwaffe ordered 60 machines. He 50 remained in the first-line units very short, as they were soon replaced Hs 123 and Ju 87. In October 1936, a He 50 was sent to Spain, where it was tested at Sevilla-Tablala Airport.
