After eleven years, Czechoslovakia held parliamentary elections, which, however, could not be described as completely free: some citizens were denied the right to vote by retributive decrees (about 250-300 thousand voters) and the number of parties was limited by administrative decision to four in the Czech lands and four in Slovakia. The principles of proportional representation and linked candidates were retained, but the second chamber of parliament was not restored and the age limit for active and passive suffrage was lowered from 21 to 18 and from 30 to 21. Turnout in the elections was high. The results reflected the experience and lessons of the pre-Monarch Republic and the occupation. The Communists won overwhelmingly. The Communist Party achieved the best electoral result ever achieved by the Communists in a democratic election in Europe - 40.17% of the vote and 93 seats. The Communist pre-election propaganda, directed by the Nazi expert Paul Steinmüller, whom the party had borrowed from prison, did not quote a single debased Communist slogan; on the contrary, it talked about democracy.
