The idea to rearm the Panhard 178 armoured car with a powerful 47mm cannon, with which it could effectively stand up to the most modern tanks of its time, dates back to 1939, when such a plan was proposed by the inspector of tank armour General Keller. However, the rearmament project known as voiture spéciale 207 was not conceived until just before the invasion of France in 4/1940. In the drive to develop new tank fighters, the rearmament of the Panhard was just one of several projects. Those that saw fruition were the Laffly W15 TCC and the canon de 47mm sur le tracteur Lorraine 37L.


Two tank fighter projects were created. One was to be armed with a 25mm anti-tank cannon, the other with a 47mm anti-tank cannon.
Initially, it was planned to use the APX-3 turret, but due to the inability to supply them, it was decided to construct a new turret that would use the SA35 cannon. The anabasis of the creation of this turret is very interesting, as its development was undertaken at the time of the final battles in Belgium. It was initiated by the commander of the 1st RAM (Régiment d´Auto Mitrailleuses - armoured car regiment). At the time of repairs to the equipment near the town of Rambouillet, they came up with the idea of mounting a 47mm gun in a single turret. The company Renault reacted promptly and within 36 hours designed a turret made of 25 mm thick plates of armoured steel. An additional 13 mm plate was welded in front of the frontal armour, increasing the thickness of the frontal armouring to 38 mm. After 4 days from the order, the turret was delivered and on 5-6 June 1940 the completed fighter underwent gunnery tests near Mont Valérien. The turret was not equipped with electric controls. The company Renault promised to deliver 4 modified turrets with an improvised turret rotation system and enlarged turret entrance by 11.6.1940. However, by that time the situation at the front was already very bad and the Renault factory was evacuated on 12.6.1940. So only this single vehicle was built.
However, the vehicle showed its best in a single combat deployment. On 15.6.1940 a pair of armoured cars patrolled the area, including the prototype of this tank fighter, near the bridge at Etigny. The vehicle was included in the 1st DLC unit. The patrol spotted a column of 15 vehicles secured by two tanks. The fighter crew destroyed both tanks and the second crew destroyed the other vehicles. The vehicle was destroyed by its own crew on 17 June 1940 and abandoned on the north bank of the Loire near the railway bridge at Bourges.
This interesting solution on the Panhard 178 platform was not forgotten, however, and a similar project was being worked on in the Vichy part of France a few months later. The project of the tower or rearmament of Panhard bore the codename Camouflage du Matériel' (CDM).
