Mobile command and control position (подвижный пункт разведки и управления первой модификации) PPRU-1 "Ovod-M-SV" (code 9S80) (ППРУ-1 "Овод-М-СВ" (индекс 9С80)) - is designed for reconnaissance of aerial targets and command of anti-aircraft assets of military air defense on the ground and on the move. It provides command and transfer of information on the air situation at the level of missile-artillery anti-aircraft batteries of mechanized and tank regiments armed with ZSU-23-4, Strela-1M systems (Strela-10) and Strela-2 portable anti-aircraft batteries (Strela-3, Igla, Igla-1).
The development of the system began on 31.03.1971, and it was accepted into the Soviet Army's armament on 28.05.1978. The development was provided by the Scientific Research Institute "Strela" (научно-исследовательский институт "Стрела" Министерства радиопромышленности СССР), the chief designer was J. K. Smirnov (главный конструктор - Ю.К. Смирнов).
