During the First World War, the utility of torpedo bombers became apparent. The U.S. Navy therefore ordered the production of such a machine from Douglas in 1921, prompting the creation of the first Douglas military machine. The DT-1 (Douglas, torpedo) was of steel tube construction, coated with aluminum, and the fuselage was expandable into three parts. The tail section was covered with canvas and the vertical surface had a wooden skeleton. The wings were wooden, covered with cloth and could be folded. The aircraft was designed for both wheeled and float landing gear, consisting of two wooden floats. The DT-1 was a single-seater, and its Liberty engine had two radiators on the sides of the engine; three prototypes were built. The first of these flew in November 1921, but at the request of the Navy the remaining two were completed as two-seaters. This resulted in the production version of the DT-2, which was a two-seater from the start and differed mainly in its one-piece radiator. The company built 38 DT-2s, with other machines being licensed from L.W.F. (Lowe, Willard and Fowler, 20), Naval Aircraft Factory (6) and Dayton-Wright Company (11). The first machine was taken over by the Navy in December 1922, and the DT-2 remained in service until April 1928. Other engine conversions produced versions of the DT-4 (four machines with the 484kW Wright T-2 engine), DT-5, DT-6 and SDW, and became the basis for the record-breaking Douglas World Cruiser.


DT-2s were also operated on the aircraft carrier USS Langley and several served in the USMC. In 1925, one machine was sold in civilian form to Norway, specifically a floatplane machine, designated DT-2B, and seven licensed DT-2Bs were built by Marinens Flyvebatfabrik. They differed from the normal DT-2s with a weaker version of the Liberty engine and radiator. In the same year, four machines with Wright motors, designated DTB, were sold to Peru, where they were used at the Ancon naval base, operated by American officers.
