After the failure of the HB-1 bomber, Huff-Daland attempted the same solution it had used with the LB-1 - convert the rejected single-engine type to a twin-engine and try again for the contract. The new prototype, which under the new marking system began the B bomber series, the XB-1, was originally powered by two 375 kW Packard 2A-1530 engines and first flew at the company's airfield near Bristol on 24 August 1927, piloted by Lieutenant Frank Tyndall. However, there were more differences between the HB-1 and the B-1, the new machine also had a twin tail and open gunports were placed in the rear of the engine nacelles to improve rear hemisphere imaging. Another gunnery port was in the nose, similar in shape to the bow of the LB series machines.

The underpowered Packard engines were later replaced with new Curtiss Conqueror V-1570-5 engines, the prototype was renamed XB-1B because of this. In this form, the machine competed against Curtiss B-2 Condor, Sikorsky S-37B Guardian and Atlantic-Fokker XLB-2. The Curtiss deservedly won, having the same payload capacity and range with the same engines, while achieving nearly 25 km/h higher speed. In February 1928, the smaller and cheaper Keystone LB-6 was ordered for series production, but a few months later the Curtiss machine was also ordered, and the last hopes for the production of the B-1 fell.
