In 1937, a project for a direct replacement for the Renault R 35 was developed by AMX (l'Atelier d'Issy-les-Moulineaux). The design of the 10-ton tank used a new design concept of welded tank parts. He was inspired by the FCM 36 type. Sniper tests clearly demonstrated the superiority of welded construction over tank designs that used casting technology. Propulsion was to be provided by an unusual diesel engine for French tank development. It was to provide up to twice the range of its predecessors. The very first design of the new tank, sketched on a drawing dated 26 March 1938, had almost nothing in common with its predecessor, both conceptually and visually. It used only the same cast turret, APX R. The first official designation, AMX 38, was shown on drawing 0-155 dated 13 June 1938. The design envisaged a welded turret from the FCM 36 type. The tank was to have armour up to 40 mm thick in exposed parts. The front and side surfaces were sloped at acute angles. Despite the modern concept, the hull shaping was somewhat complicated, which may have led to production problems during mass production.
As the Renault 35 chassis did not prove very successful, and attempts were later made to modify it, the company AMX used an older and proven chassis design, which consisted of a larger number (15) of small running wheels supplemented by a quartet of support pulleys. The Renault NC 1/Renault NC 2, the later Renault D 1 and Renault D 2 had a similar chassis design, and this design was also successfully used by AMX on the later Renault R 40. This achieved a reduction in specific ground pressure and improved the vehicles' handling characteristics. The first prototype was introduced in the spring of 1939 (it bore the registration designation "W 0231"). The prototype was tested at Satory. Compared to its predecessors, the tank was longer and heavier (up to 13.5 tons). Its weight placed it between light and medium tanks. The armament of the prototype consisted of the inadequate 37 mm SA 38 gun and a MAC model 1931 machine gun. Test results were favorable. In 8/1939, General Louis Keller was appointed inspector of the French armored forces, and after evaluating the technical capabilities of the light tanks, he pointed out the ineffectiveness of the gun armament and the inadequacy of the armor protection of both the established types and the newest AMX 38 concept. The light machines were to carry a 47 mm SA 35 gun in the turret, and the armour thickness was to reach up to 60 mm. This requirement was to be included in the AMX 38 design. AMX engineers reacted quickly and on 11.12.1939 presented a new tank design named "Char Leger Serie". The vehicle was lengthened to 5279 mm, had armour 60 mm thick (the weight increased to 16.5 tons) and the gun armament was to consist of a 47 mm SA 35 gun. The gun was to be armored in a new turret very similar to the FCM turret, but to be produced by casting. An additional travelling wheel was added to the chassis, bringing the total number to 16. A more powerful 4-cylinder Aster diesel engine with 160 hp was to be used. Work on the modified AMX 38, or AMX 39 as the production version was called, continued until the invasion of France by German forces in 5/1940. Interestingly, Renault presented a competing project DAC 1 and the committee invited other companies to enter the competition. The lengthy bureaucratic decision making for the new tank was still going on even during the fighting. France's swift surrender put an end to a promising project that, if mass-produced, would have prepared an unpleasant opponent for German tank units.
Eventual production and delivery of the first tanks was possible in 1941/42. Further developments were interfered with by constant changes in the requirements of the French command, which again demanded more powerful tanks. AMX developed a design for a 25 ton tank with 60 mm armour thickness and powered by a 250 hp 6-cylinder Aster engine. However, the design documentation for this project has not survived.
