The first 12 fighters PW-9 was the USAAS ordered 19. September 1924, 16. December 1924, the order was increased to 30 machines. Serial PW-9 were based on the third prototype XPW-9, when compared with the suspension with the separate axes of the wheels, a more aerodynamic fairing of the engine and by removing the auxiliary tank from the upper wing. The wheels have dimensions of 28 x 4 inches, later during the service they were replaced by larger, 750 x 125 mm.

All the machines except the last were army passed between 30. October and 19. in December 1925, and were assigned to units in Hawaii, the Philippines and panama Canal zone. 30. the machine was still before passing used to attempt to development of the engine Packard 1A-1500 and was given the designation of XP-4. One of the standard PW-9 ended in January 1927 with NACA, one was also tested on McCook Field, where to get a new top wing, made as all-metal company Thomas-Morse and served to compare the two structures of the wing.

It is interesting that in 1924 he introduced a new system of marking, which instead of PW, PA, etc. introduced only fighter category, the P. PW-9 went but into production under its original designation although at the same time ordered the serial version of the competitive Curtissu XPW-8B got a new label, P-1..
