In the years 1928-1929 created the maritime Authority for aeronautiku some proposals for a new small on-board tank. Always it was a biplane with the upper wing center right on the hull. The last of these specifications were given the designation Model 96, and their projects according to them, they offered two companies - Curtiss your XF9C-1 and Atlantic XFA-1. Same specifications match, but was designed independently of them, even the Berliner-Joyce XFJ-1. In June 1930 he was commissioned a prototype from the Curtissu and the Atlantic. XF9C-1 had a very modern construction, all-metal, with aluminum poloskořepinovým the fuselage, only the wings were covered with canvas, other surfaces were metal. Because the wings were quite close together under the fuselage there was a bulge, into which were anchored to the reinforcing wires, and also for the internal struts of the chassis. XF9C-1 first flew in Garden City in February 1931, and has been tested on NAS Anacostia navy against the XFA-1, while the XFJ-1 was already in the meantime rejected.
