During the tests , the XF9C-1 the navy built a Curtiss at their own expense the second prototype. Construction began in the Garden City but Curtiss-Wright was the depression forced this branch, so far used for the construction and testing of prototypes, to close. The building is therefore shifted to the recently constructed factory in Buffalo on Kenmore Avenue, before merging with the Wright intended for the manufacture of engines. Machine, unofficially named the XF9C-2, from the previous quite different. The main difference was the location of the upper wing higher, in order to improve the pilot's field of view during the landing, was added to the rudder, and for the view was also shifted which engine. Got also a new self-supporting chassis, similar to that in XF6C-6, later replaced by others, with fixed legs, shock absorbers built into the fairings of the wheels and the reinforced wires. Use Sparrowhawku as the on-board tank, although it was rejected as well but he also gets a grappling hook for a case of landing on an aircraft carrier.

Navy it tested at the end of the year 1931 in Anacostia, and on that basis ordered six serial machines. In November 1932 the navy bought and XF9C-2, which then got assigned BuNo 9364. Was then adjusted to a standard serial F9C-2, which meant chiefly a new rudder and landing gear, and used as a backup machine USS Akron and then on the USS Macon. When was Macon s most Sparrowhawků in January 1935 lost after the storm damage, the XF9C-2 was not on board. He was then deprived of the grab hook over the wing and served as an auxiliary, until it was damaged in November of the following year, when a safe landing and disassembled for spare parts..
