He became president on 1.7.1978 and was a candidate in that previous election for the Party of the Revolution (Partido Revolucinario - PR) and the Institutional Democratic Party (Partido Institucional Democrático -PID).


During his reign, there was a polarisation of society, as well as an increase in the activity of rebel forces, following the victory of the revolution in Nicaragua in July 1979. On 31 January 1980, members of the Peasants' Unity Commission decided to demonstrate at the Spanish Embassy, the Guatemalan army inadequately intervened here and the result was a massacre with 39 dead, including embassy workers and natives, amongst others.


His government also had positive aspects, namely alphabetization, where 250,000 people were alphabetized annually, the construction and opening of new hospitals, the opening of hydroelectric power plants in Chixoy, and Puerto Quetzal, the International Airport in Santa Elena Petén, and the construction of the northern road that crossed the country.


Lucas García faced constant pressure, from the human rights side, because of the unexplained massacre at the Spanish embassy, this was the cause of the end of his mandate prematurely in 1982.


In 1982, after the end of his mandate in the next elections, he is declared the winner of Gen. Ángel Aníbal Guevara Rodríguez,but he does not take office as he is replaced by a military coup d'état and a coup d'état is installed by Gen. Efraín Ríos Montt.
