On 3.5.1938, a new category of armoured vehicles "l´automitrailleuse puissante de cavalerie" was proposed by French army officials to replace the machines in the categories AMDand [iaa]AMR with new machines. The machines of these categories (plus the AMC category) that were in service did not have the necessary performance and armour. Under the pressure of the bad political situation, in the atmosphere of the early outbreak of the war, a war plan was created, in which orders for new armoured vehicles for 1940/41 were included, e.g. Somua S 40 (AMC - the category of mounted tanks was replaced by the category of light tanks), Gendron - Somua modéle 1939 (AMR - replacement of AMR 35) and Panhard AM 40P (AMD - replacement of Panhard 178).


In 1938, the development of a timeless armoured vehicle that was well ahead of its time was begun at Panhard under the internal company designation "voiture spéciale 201" (the designation of the planned production form was Panhard AM 40P). The designers created a vehicle with four axles of low height, with welded armour in the frontal parts up to 60 mm thick. The machine had rubber tyres on the front and rear axles, the axles in between carrying full-steel wheels with dragline profiles, which greatly improved traction in the terrain. In the case of moving the vehicle on roads, these wheels were raised above ground level and the vehicle moved only on the tyres. In this way, the vehicle was able to achieve high speed and fuel economy. The vehicle was operated by a crew consisting of a driver and a commander, who also acted as gunner. The vehicle's armament, consisting of a 25 mm anti-tank gun and a 7.5 mm machine gun, was concentrated in a small turret located on top of the hull, approximately in the centre of the vehicle. There was a proposal for a new futuristic rounded turret, which was to house a modern 37 mm SA 38 gun. A prototype was produced in 1939, and was not completed until early 1940, when it underwent military trials. Military experts were impressed by its performance and a large order for up to 600 machines was signed on 1 May 1940. Just a few days later, however, France was invaded by German troops and all plans were buried by its swift defeat. The only prototype built was evacuated to North Africa, where it was destroyed in later combat. In an effort to protect this excellent project from being captured by the enemy, much of the production documentation was also destroyed. Interestingly, however, the machine did not remain forgotten and was the inspiration for new French vehicles after the end of World War II EBR 75/90.
