In 1923, the second attempt by Thomas-Morse for an all-metal fighter, a single-seat two-plane "emergency fighter" TM-23. The wings were self-supporting, but for sure there was a simple strut between them. The fuselage was very narrow and short, and the control pedals had to be located even on the sides of the engine. In its original form, it had a span of 5.94 m and a length of 5.07 m. In addition to the bow of the fuselage, covered with smooth sheet metal, the entire aircraft was covered with corrugated sheet metal. During the taxiing tests, the rudder proved to be ineffective and was additionally enlarged before the first take-off. This happened by accident after pilot Paul Wilson hit a bump during taxiing, which threw the plane into the air and failed to stop the plane before the end of the airfield. Due to the poor function of the control surfaces, he made only one detour and tried to land, but the plane overturned. As a result, the upper wing was moved a foot forward. Then it flew without problems, however, its performance and control were poor, its top speed was only 258 km/h. After several months of tests, the aircraft was therefore radically rebuilt, increased wingspan, extended the fuselage in front of the cockpit and increased the tail area, the struts were also changed and the gradation of the upper wing decreased. This slightly improved control and performance. Then the machine was finally moved to McCook Field for army tests, where in April 1926 the first flight failed the cooler. After another four years, the TM-23 was rejected for poor control and returned to a warehouse in Ithaca.

www.zi.ku.dk claims that "Consolidated TM23" was among the machines purchased by the Spanish Republican Government and prepared in Mexico for transport to Spain, to which it allegedly could occur in December 1937. However, this report is in fact a mistake, confusing the TM-23 with the Consolidated 23, a rebuilt prototype of the Thomas-Morse Y1O-41.
