On April 17, 1957, the Resolution of the Soviet of Ministers of the USSR No. 426-211 on the development of new self-propelled anti-aircraft means Šilka and Yenisei with radar fire control means was adopted. This was, in fact, the answer to the introduction of the M42A1 type into the US military's armament. Formally, Šilka and Jenisej were not competitors. Šilka was designed to provide air defense of motorized rifle regiments and to destroy targets up to a height of 1,500 m. Yenisei to provide air defense of tank regiments and divisions up to 3,000 m.

The ZSU-37-2 Yenisei used a 37mm automatic cannon 500P, developed by A. E. Nudelman in OKB-16. The cannon had unique ballistic characteristics, ammunition, except for the little-used means of Squall, could not be used with other 37 mm caliber weapons introduced in the army and navy. Especially for the Yenisei, a double-barreled Angara cannon was developed in OKB-43, which consisted of a pair of 500P cannons with belt charging, liquid main cooling and guidance using power tracking drives (first electro-hydraulic, later planned to use electric drives). The power tracking drives of the guidance were designed by the Moscow Scientific Research Institute 173 and a branch in Kovrov (today the Signal Scientific Research Institute) worked on the apparatus for the stabilization of the intentional and shot.

The information about the target needed to guide the cannons was processed by RPK Baikal ("radiopribornýj complex") operating in the cm radio band (approximately 3 cm). However, during the tests, it became clear that RPK Tobol u Šilky and RPK Bajkal u Jeniseje, cannot independently search for a target with sufficient efficiency. Therefore, in 1957 it was ordered to develop and prepare for state tests in 1960 mobile RL complex Ob for the management of ZSU. RL complex Ob consisted of the command vehicle Neva, RL for processing target data and RPK Baikal (located in the ZSU itself Yenisei). The complex was to control the firing of 6-8 ZSU. In mid-1959, development was halted and efforts were made to complete the anti-aircraft complex 2K11 Krug. The chassis for the Yenisei was designed in KK Uralmaš under the leadership of G.S. Jefimov, its basis was a test car SU-100P. The production was to take place in the Lipecký tractor plant.

ZSU-37-2 had armor that resisted in places of ammunition anti-tank missiles B-32 caliber 7.62 mm fired from a distance of 400 m. The following firing regime was assumed - a continuous dose of up to 150 rounds per barrel, followed by a 30-second pause for air cooling and a repetition of the cycle to consume the firing diameter of ammunition.
