After the war, the Czechoslovak Air Force had in its arsenal - in addition to German prey technology - a mixture of Soviet and British types. With the growing influence of the USSR, it increasingly focused on Soviet types. However, Soviet machines were typical war constructions - wooden machines, built with a view to the short life of a war machine. The Peace Service could not need this consumer approach. In the fighter air force, it was necessary to replace the obsolete Lavočky La-7 all-metal structures. The British Spitfires were already politically difficult to pass, so the involvement of the domestic air force was considered. industry.

Air races in the Protectorate were included in the arms production of the German Third Reich. After the end of the Second World War, a large number of German fighter kites remained on our territory Messerschmitt Bf 109 versions G and K, as well as the supply of engines Daimler-Benz DB 605 . It was therefore decided to assemble these machines and use them for the newly built Czechoslovak Air Force. Because the main supplier of the reconstructed "stodevítek" was the Avia factory, the resulting machines were included in the Czechoslovak. aviation as Avia S-99.

The main warehouse of loot technology, where practically the entire supply of DB engines was located, was the building of the former sugar factory in Krásný Březno, today one of the districts of Ústí n. In the end, it was decided to adapt the Bf 109 dragon for the engine Jumo 211 (Czechoslovak designation M-211) including propellers, used for bombers Heinkel He 111. Their supplies were sufficient. Work on the modification began in Avia in the fall of 1946. The first modified Stodevítka with the new designation S-199 took off on April 25, 1947 and from February 1948 the military administration began to take over serial aircraft from Avia and Aero, which was also involved in production due to its urgency.

The planes did not have the best characteristics, they behaved very stubbornly, especially at takeoff, hence the nickname Mule. On the one hand, the original chassis with a very small track, which was not very strong, and on the other hand, the new engine unit, which was heavier than the original, was to blame. The engine and propeller were left unchanged. The fact that the Jumo engine had the opposite sense of rotation than the DB engine was just one of many reconstruction problems. The very massive propeller with wide blades had considerable inertia and high torque, which led to the fact that the machine tended to "run" from the direction at the start. According to witnesses, it was not uncommon for the newcomer to start in a direction up to 90 ° different from the direction in which he started. This is one of the reasons why there was a need for a two-seater training machine. The wide propeller blades brought - in addition to the weight - another problem: the synchronization of the fuselage weapons.
