The first mention of the concept of a light tank for export abroad (Leichte Kampfwagen Ausland) was discussed at a meeting of army and industry representatives on 6 May 1936. The requirement was for a tank slightly heavier than 4 tons, which did not give the possibility to develop a larger vehicle. Armament was considered to be either German from Rheinmetall or Swiss from Solothurn. The first prototype was to be built of plain steel, later prototypes and production vehicles were of course to be of armoured steel. The diameter of the turret mounting was tentatively determined, which was to be 800 mm. With a preliminary weight of 4.5 tonnes, a fast and highly manoeuvrable vehicle with a maximum speed of 50 km/h was to be built. The crew was to consist of a driver and a gunner.

On October 28, 1936, Krupp submitted drawings of the L.K.A. (W 987 and W 988) to WaPrüf 6 officials. The drawings depicted the main differences from the La.S. (Pz.Kpfw.I), on which the design of the L.K.A. was based.

At a meeting on 5/2/1937, it was stated by Krupp that the prototype L.K.A.1 would be ready in 4/1937. Originally, an air-cooled 8-cylinder was envisioned. In the case of a potential foreign client's request for a water-cooled engine, a German Maybach engine was rejected because there was not enough room in the hull for it. The alternative was a water-cooled Ford V-8 engine. According to a company report Krupp, the prototype was completed by February 1, 1938, and was subsequently to undergo test runs. The program did not lead to series production but there was an evolution in the form of L.K.A. 2.

Note:
In earlier publications, this tank was claimed to be the predecessor of the later Pz.Kpfw.I. The fact is, however, that it was a separate design feat that had a number of differences from the Pz.Kpfw.I.
