In the second half of the 1930s, based on geopolitical developments, most world powers were preparing for armed conflict. Based on the experience of World War I, it was clear that tank units would play a key role.
It was no different in Great Britain, where the British Army, based on the lessons of General Wavell's visit to the Soviet Union, decided to use the chassis of American designer Walter J. Christie for its heavy cruiser tanks. The General Staff commissioned the development and manufacture to Lord Nuffield's Mechanization and Aero Company in Birmingham under the designation A13.

Despite the positive results of testing the new tank, it was clear that it would be too expensive. This led to the decision in February 1939 to commission a new specification under the designation A13 Mark III (Tank Cruiser Mark V). The official specification called for armament with a 2lb gun and at least one machine gun, Christie-type suspension and standard 30mm armour using welding instead of the usual riveting. A minimum standard thickness of armouring was required on all vertical surfaces of the tub and turret. However, this did not apply to sloping surfaces, in which case the equivalent of 30 mm was required. The designers made maximum use of this option and almost no vertical surfaces are found on the A13 Mark III tank. However, this factor did have an effect on the overall height of the vehicle, and the designers responded to this. In particular, by modifying the original Christie vertical suspension and using a flat 12 cylinder boxer type engine of at least 300 hp. Henry Meadows Ltd of Wolwerhampton was commissioned to develop and manufacture this engine.
The initial design suggested that this would be a revolutionary new tank with outstanding features. Following the submission of documentation, the design was approved by the General Staff with the proviso that the armour protection of the front of the turret and tub should be increased to 40 mm. The Armaments Commission approved this change, but at the same time cautioned about achieving maximum suspension loads. The impact of this change had fatal consequences for the future of this tank, as no design changes were undertaken to strengthen the suspension.

With the approval of the design, the project moved into the production design documentation phase. This was followed by Meadows Ltd being responsible for the power unit, Nuffield Mechanisation and Aero for the turret and the London, Midland and Scottish Railway Company (LMSR) for the tub.
On 17 April 1939, the production documentation was approved and funding allocated for the production of the first 100 tanks at LMSR, despite the fact that not even a prototype had been produced.
Those in charge, under the pressure of the expected military conflict, approved the new tank, which was only on paper. It was assumed that all the flies would be picked up on two pilot units and then the modifications would be incorporated into mass production. They were wrong.

The first problem they had to address was the cooling of the engine, which, because of its design, took up the entire width of the vehicle. Therefore, the radiators were placed at the front of the car to the left of the driver's compartment. This solution, too, was practically tested on the Woolwich polygon.

In September 1939, the order was extended by a further 250 units, and production was entrusted to two other companies, the English Electric Company and Leyland Motors. Less than a month later the LMSR raised the problem of a shortage of skilled welders and suggested the use of partial riveting. The proposal was approved and the weight of the tank increased by a further 100 kg. Eventually the first pilot unit was delivered to Farnborough on 21 May 1940 for testing, where the first trials took place. This resulted in requirements for modifications to the cooling system and the overall reliability of the machine. The second pilot unit was delivered in September 1940,where, during testing, it was found that the engine cooling was again inadequate. And it was soon to be delivered the first production machines.
