At the turn of the twenties and thirties of the Rikugun Koku Hombu began to feel the need for a new heavy bomber which would be able us pave the required load of bombs from Formosa up to the american base on the island of Corregidor in Manila bay. The japanese at that time have not yet had experience with the construction of such aircraft and so started looking around for a suitable aircraft abroad. Japanese ideas most match civilian the giant four-engine aircraft Junkers G.38. The japanese mission to negotiate in the German Dessau terms of the adjustment of civil aircraft on heavy bomber with the designation Junkers To.51, an important condition was that the work on the adjustments to be attended by a group of japanese designers led by šéfkonstruktérem factory Mitsubishi engineer Nabushirem Nakatou.
