KOVS Pandur II CZ


The KOVS wheeled armoured vehicle is designed to provide support and interoperability of command and control systems at battalion and brigade level. The vehicle is equipped with specialised infrastructure of communication and information systems. The KOVS hardware provides unclassified and classified (up to the level "SECRET") voice and data communications in the VHF/UKV and KV bands.


30. On 30 January 2017, a contract was signed between Ministry of Defence of the Czech Republic and TATRA DEFENCE VEHICLE for the delivery of 20 Pandur II CZ series armoured wheeled personnel carriers in command-and-staff versions (KOVVS, 6 units) and the wheeled armoured vehicle for liaison (KOVS, 14 units), including logistic support and training. The delivery also includes 6 field command posts that will be functionally linked to the command Pandurs. This will allow the KOVVS systems to be used by a wider range of battalion, regiment or brigade staff in stationary use. The total price of the contract was CZK 2,069,366,599 including VAT. In subsequent negotiations, both parties agreed to reduce the price of the vehicles and staff workstations on the condition of staggering the financing of deliveries by providing advance payment. Therefore, in May 2017, an amendment to the original contract was concluded, which reduces the total amount to CZK 2,044,693,937 including VAT. More than half of the price of the vehicles is made up of special communication, communication, electronic and other equipment, the production of which involves a number of Czech manufacturers and suppliers. The most important subcontractors include:


- Military Research Institute, Brno (additional ballistic protection, crew seats, classified data transmission systems),
- Military Technical Institute of Ground Forces, Vyškov (filtration and ventilation equipment, supply of power plants, complex vehicle tests),
- Military Technical Institute of Armaments and Ammunition, Slavičín (weapon trap),
- B.O.I.S. FILTERS, Blansko (modular camouflage devices),
- OPTOKON, Jihlava (data networks for the superstructure part, optical cabling elements),
- Ray Service, Staré Město (supply of cabling for vehicles),
- RETIA, Pardubice (complete architecture, design and production of vehicle bodies),
- URC Systems, Prostějov (modular jammers, extendable antenna systems),
- Aircraft Instruments Prague, Prague (internal communication and diagnostic instruments),
- Meopta Systems, Přerov (integrated day and night vision devices),
- AKERMANN ELECTRONIC, Prague (special IT equipment for the superstructure and staff workplaces),
- INTERLINK CS, Prague (Harris platform communication systems for the superstructure part).


Compared to the previously delivered Pandur II CZ for the Czech army, the vehicles now have increased ballistic protection. This was achieved by installing new additional panels of ceramic armour, which resulted in the reinforcement of the vehicle's chassis parts. Thanks to these changes, the overall weight of both new versions has also increased, which is why the braking system has also been strengthened.


Deliveries of the KOVVŠ and KOVS for the Czech Army took place between 2019 and 2020. Inspection tests were conducted in June 2019. The vehicles were introduced into the armament of the 4th Rapid Deployment Brigade.


In December 2019, the Army of the Czech Republic took delivery of the first two KOVS, two KOVVŠ and two units of field headquarters workstations. The 41st Mechanised Battalion handover ceremony took place at the Technical Services Material Security Centre in Štěpánov on 4 February 2020. In 2020, TATRA DEFENCE VEHICLE will gradually produce and hand over 16 more vehicles to the Czech Armed Forces.


In total, the army received 6 KOVVŠ Pandur II CZ and 14 KOVS Pandur II CZ. The delivery also included 6 field command posts, which are functionally linked to the command and staff Pandurs. They take the form of inflatable tents with a capacity of 10 workstations with computer terminals, thanks to which it will be possible to expand the number of staff members of superior command levels directly in the field.
