Čestný odznak VČK-GPU má tvar oválnej vrúbkovanej obruče z matného striebra s nápisom v azbuke В.Ч.К. 1917 Г.П.У. 1922 (V.Č.K. 1917 G.P.U. 1922) Obruč zvisle prepoľuje meč, na ktorom sú položené kosák a kladivo. Tento emblém je lemovaný rímskou číslicou päť (V), pokrytou červeným smaltom. Na reverse je gravírované číslo odznaku. -

Čestný odznak VČK-GPU 15. výročia má tvar oválnej vrúbkovanej obruče z matného striebra s nápisom v azbuke В.Ч.К–1917 Г.П.У–1932 (V.Č.K.-1917 G.P.U.-1932) Obruč zvisle prepoľuje meč, na ktorom sú v jeho hornej časti položené kosák a kladivo. Pod týmto emblémom je rímska číslica päťnásť (XV), pokrytá červeným smaltom. Na reverse je gravírované číslo odznaku. Do roku 1943 sa nosil na ľavej strane hrudi nad klopou vrecka a pripevňoval sa pomocou skrutky. -

The history of the creation of this highest "Chekist" award is somewhat chaotic, as is the era in which it was created. The title "Honorary Chekist" was first mentioned in 1922 at the time of the ongoing celebration of five years of the existence of the state security organs. As recalled many years later by NKVD officer M.P. Shreder in a work kept at http://www.memo.ru/history/memories/index.htm, this title was awarded to about 140 people in that year. Thus, the titles were awarded even though no such distinction officially existed and the creation of such a distinction was not discussed until 1923! Specifically, it was a meeting of the GPU College on 7 June 1923, at which the Deputy President of the GPU, I.S. Unshlicht proposed to honour GPU workers on the occasion of the fifth anniversary of the establishment of the state security organs. Thus, things were officially set in motion and the provisions of the badge of honour and its description were approved already on 12 July at the meeting of the GPU Collegium and subsequently confirmed by GPU Regulation №307 of 19.07.1923.


The main conditions for the awarding of this badge were, in addition to unlimited devotion to the cause of the Revolution, "extraordinary merit before the Republic" and work for the organs of state security for not less than three years. Among the official conditions was not membership of the Communist Party, but this was strongly enforced by the infamous G.G. Jagoda, from September 1923 second deputy chairman of the GPU Felix E. Dzerzhinsky.


Initially, no specific benefits accrued to the holder with the award of this badge. This was changed by GPU Regulation №245 of 09.10.1929, which introduced the Statute of Rights and Duties of the Holders of the Title of Honorary Worker of the GPU. Thus, after leaving the OGPU, the holder of the title was entitled to an increased pension, retention of an apartment in the OGPU departmental flats, access to medical care in OGPU medical facilities, the right to receive spa treatment, the right to receive out-of-turn accommodation, the right to wear a Chekist uniform, and, finally, the right to acquire, carry, and possess a firearm. Later, OGPU Regulations of 04.05.1930 and 25.06.1931 added the right to a monthly salary supplement of 30 rubles (the average wage of a worker at that time was 150-200 rubles) and the right to receive a pension through OGPU.


A total of about 800 workers were awarded this badge. It was awarded until the end of 1932, when on the occasion of the 15th anniversary of the VČK-OGPU a second variant of this badge was issued - with the Roman numeral "XV" instead of "V". It was established by Regulation OGPU № 1087 of 23.11.1932. Like the previous badge, this one was awarded only for extraordinary merit, but the condition was already at least 10 years of experience in the state security organs. The benefits associated with the award of the previous badge were initially retained, but gradually reduced by the new leadership until in 1937 only the right to acquire, carry and possess a firearm and the right to retain housing in an OGPU service apartment after retiring to civilian life remained in force.


In total, more than 3,000 people were awarded the badge of Honorary Worker of the VČK-GPU (XVth anniversary) until the creation of its successor, the badge of honor Meritorious Worker of the NKVD.
