The DF-7 (Dong Feng=East Wind), also known as "Project 8610", is a very short-range ballistic missile (in English CRBM terminology, i.e. Close-range Ballistic Missile, which includes missiles with a range of up to 300 km) solid propellant missile produced in the People's Republic of China. It belongs to the so-called "M" family of ballistic missiles, which were developed specifically for export (its export designation is M-7).


It was created by rebuilding the HQ-2 two-stage anti-aircraft missile, which is an improved Chinese copy of the famous Soviet AA rocket SA-75 Dvina (SA-2 Guideline). The original missile has a solid-fueled first stage with an accelerator and a liquid-fueled second stage engine, but for the DF-7, the second stage engine has been replaced with a new solid-fueled engine (yet some sources still list the second stage as liquid-fueled). Its development began in 1984 and it was declared capable of deployment apparently in 1992. China reportedly produced about 5,000 HQ-2 system missiles, of which about 500 were converted to DF-7.


The DF-7 is an operational-tactical cruise missile designed for strikes against troop massings or other important targets (such as airfields). Its relatively small conventional combat load of 250 kg max. (There are reports of a combat weight. 190-500 kg. While the lower limit practically corresponds to the original weight of the HQ-2 airframe warhead, the upper figure is undoubtedly exaggerated; the missile is still the same size, and placing a warhead of twice that weight in its airframe would require significant design modifications.) It is generally argued that with such a small payload, any attempt to strafe e.g. cities would be ineffective given the resources involved. Its effect can, of course, be increased by the possible fitting of a warhead charge with submunitions or chemical warfare agents. There are no reports of the DF-7 missiles being equipped with a nuclear charge. The cruise missile uses an inertial guidance system that further receives updated commands from the launcher. Guidance accuracy is unknown. It is probably around 150 m.


The launcher is a type SM-63, again taken from the HQ-2 system. Thus, although this system is claimed to be mobile, it actually takes about 150 minutes to deploy the launcher from a march to a combat position.


Although the DF-7 was primarily intended for export, the Chinese military also appears to have introduced it into the arsenal, and has probably deployed these missiles along the border with India and near Taiwan.


It is reported that China exported around 200 DF-7 missiles to Iran in the first half of the 1990s, which introduced it under the designation Tondar-69. Other customers are thought to be Iraq, the DPRK, Serbia and Croatia, but the problem here is that many of these countries have developed their own ballistic missiles based on the S-75 system, so it is difficult to distinguish which are domestically produced and which are possible Chinese products.
