The development of the 2-cm Flak-30 dates back to the early 1930s. Due to the provisions of the Versailles Treaty, Rheinmetall was not allowed to develop anti-aircraft weapons in Germany. It therefore took over the Solothurn ammunition factory in 1930 and changed its production program. There, the Solothurn ST-5 anti-aircraft gun was developed and produced. It was introduced into the armament of the German Navy in 1934 as the 20 mm C/30 and into the Luftwaffe's line-up in 1935 as the 2-cm-Flak 30 (Flak is short for Flugzeugabwehrkanone - anti-aircraft gun).

Although the Flak 30 was a relatively small calibre weapon, its design was quite complex. The cannon fired both bursts and single shots. The gun's automatics worked on the principle of using the slide. The barrel of the cannon could be easily replaced. There was a brake at the muzzle which also served as a flame arrestor. The gunner fired the cannon by pressing the foot pedal.

The cannon was transported on a two-wheeled draw bar, and when firing it rested on a triangular platform on the ground. The platform effectively stabilised the cannon during firing and allowed it to be aimed in a circular direction (360°). Behind the gun barrel was a seat for the gunner, who in the original Flak 30 used a rather complicated reflector sight for aiming. This means of aiming became even more complicated after the development of the preload adjustment system. Eventually the small sight reached a design stage where a clockwork mechanism was used to operate it. The sights eventually became so complex that the German military abandoned them altogether. Later versions reverted to simple mechanical sights.

The gun was to be manned by five soldiers. In combat conditions, this number was often lower, especially for the cannon in static firing positions. Usually the crew consisted of at least four soldiers, one of whom usually operated the stereoscopic rangefinder. After 1944, the use of rangefinders was reduced due to their low combat effectiveness. Ammunition was fed by a 20-round magazine inserted from the left. For reasons not exactly identified, the Flak 30 gun experienced reloading difficulties. When introduced, the gun was a weapon of the times, but as time went on its cadence did not match the more demanding requirements resulting from the ever-increasing speeds of aircraft after 1940. It was eventually replaced on production lines by the Flak 38.

Army anti-aircraft detachments usually had three batteries of 2cm guns and one with 3.7cm guns. As the war progressed, however, the actual armament of the units deviated from this scheme. Flak 30 was not only used by the Germans. Before 1939, the guns were also sold to the Netherlands and China. Some guns became part of the armament of armoured trains. They were also mounted on several types of semi-tracks or commercial vehicles, where they served as a means of defence for moving formations and convoys. Flak 30 was often used against ground targets. It produced a penetrating anti-tank cartridge designed for use against armoured vehicles.
