In May 1918 he graduated from military school, and in December of that year he was assigned to the 36th Infantry Regiment as a second lieutenant. In November 1925 he graduates from the military academy.


From 1937 to 1938, he serves on the staff of the First Army.


In August 1939 he becomes a colonel.


At the outbreak of the Pacific War, Sakurai Tokutaro was serving as an instructor at the Military Police School.


He later served in Burma, where he commanded an infantry group of the 55th Division with which he participated in battle Admin Box. In August 1943, he becomes a major general.


In the following period, he serves on the staff of the Army of the Burma Zone, and in the final period of the war, he commands the 212th Division with which he participates in the defense of Japan.


He is demobilized in December 1945.


In April 1948, he founds the Seiwa League? (Kiyokazu?)
