This division was never formed, it only appears on the list of names of planned further construction of divisions, which never took place.
The number of formed SS divisions stopped at 38.

Findings:
Andreas Höfer (1767-1810) was an Austrian patriot from Tyrol who led a famous uprising against Napoleon's troops. The French suppressed the uprising and Höfer was shot dead in Mantua.

There is no reason to say that the "39th Waffen-Gebirgs-Division der SS Andreas Hofer" ever existed.
