The Antonov An-12A (Izdelije "TA") began serial production in 1961 at the Voronezh (Plant No. 64) and Tashkent (Plant No. 84) aviation plants. It differed from its predecessor mainly by the use of more powerful AI-20K engines (total output 4 x 4250 hp) and increased fuel quantity to 16,600 litres, which was achieved by installing a quartet of new flexible tanks in the wings. The higher engine power and modifications to the fuselage to strengthen it allowed the maximum take-off weight of the aircraft to be increased to 61,000 kg with a payload capacity of 20,000 kg. Part of the fuselage was pressurised to allow the carriage of 20 passengers. The cargo (unpressurized) compartment could carry 82 passengers (with oxygen masks), or 58 fully armed paratroopers. When flying at altitudes up to 4,000 m (without the need to use oxygen equipment), up to 90 people could be carried on board (in an emergency or more, during tests the An-12A carried up to 180 passengers at a time). The An-12A entered service in late 1963.

During service, many An-12As were upgraded to the An-12AP version by installing two additional fuel tanks in the fuselage below the cargo deck (tank capacities of 5,500 litres and 4,350 litres, increasing the fuel supply to 28,470 litres). The modernization had been underway since 1963.

From 1965, the An-12A (and An-12B) were fitted with the Klin (Kлин) apparatus, providing attitude control of the aircraft when flying in formation relative to other aircraft in the formation.
