Armádna council was built in such a way after vzore Admiralitnej of the council (Board of Admiralty) as the highest right authority of the British army after the abolition of funkcie Hlavného veliteľa (commnander-in-chief) British army and the creation of funkcie chief generálneho staff (from 1909 chief Imperiálneho generálneho staff). This zloženie sa basically nemenilo and bolo konštantné aj in the first mesiacoch 1. svetovej war until decembra 1914 (18.12.1914) when sa member of that council became the temporary civilný member responsible for výzbrojné contracts.
