The requirement to develop a vehicle capable of transporting and refueling even in close proximity to combat operations (in contact with an adversary) was raised by Soviet Army officials based on combat experience in Afghanistan, but the end of the USSR's involvement in that country in 1989 interrupted all work in this area.

The demand was raised again during the 1st Russian-Chechen war in 1994-1996. The assignment for the development of a means capable of providing transportation and refuelling even in areas of hostile activity was referred to the St. Petersburg Design Bureau of Special Machinery (KBSM), the project leader being A. V. Panteleev.

The designers gradually presented a number of different projects of specially designed armoured vehicles, but the responsible officials of the Ministry of Defence finally decided for the proven chassis BMP-1 with modifications that the Repair Enterprises of the Ministry of Defence were able to implement.

The design bureau built two prototypes. One was subjected to military testing on the polygon, the other took direct part in combat operations on the territory of Chechnya. The vehicle was ready for serial production from 2001, with the implementation of the conversion of the infantry fighting vehicle BMP-1 into a tanker being able to be carried out by the Military Repair Enterprises (but production was also offered for some time by KBSM in its division focused on the production of equipment for the petrochemical industry).

Structurally it is a BMP-1 chassis with the turret removed, the driver and commander's workstations are retained. The vehicle is equipped with a radio of the R-123 type series. The vehicle's armour, WMD and fire protection is the same as BMP-1, the vehicle retains its seakeeping capability. In the internal compartment, tanks for transporting fuel (up to 3000 l) and oil (up to 100 kg) are installed, together with the appropriate fittings for fuel dispensing and pumping (valves, pumps, filters, PK-32 dispenser). The vehicle is capable of pumping fuel into storage tanks or dispensing fuel directly into the fuel tanks or jerry cans of the equipment at a total speed of 150 l/s at temperatures from -30°C to +30°C. It has a total of 9 m of appropriate fittings to secure the dispensing point. Trained operators can prepare the vehicle for fuel dispensing (or for leaving the station) within 3 minutes.

The advantage of the above solution is relatively good resistance to the effects of grenade splinters and small arms fire, which increases the possibility of the tanker surviving near the battle line. Also, the chassis used ensures good terrain passability (significantly better than conventional tankers) and the availability of spare parts and the possibility of repair even in field conditions. However, the armour does not protect against special ammunition or the effects of reactive grenades and PTRS. A partial disadvantage is the volume of fuel transported, which does not reach that of standard wheeled tankers. The tracked chassis is more maintenance intensive and, despite better throughput, has a lower mileage, which increases the overall cost of fuel transport. Also, the vehicle's distinctive shape (lack of turret) proves reliably to enemy reconnaissance that it is a specialty vehicle to which more attention must be paid and whose destruction may make combat operations more difficult.

However, despite the positive experience, mass production within the Russian Army is unlikely to materialise, and it is also not known that the vehicle could be placed on the specialised market for the petrochemical industry sought by the prototype manufacturer (the BTZ-3 production offer has already been withdrawn from the manufacturer's website and is only available via the web archive). One of the manufactured examples is currently part of the equipment on display at Patriot Park in Moscow.
