As part of Estonia's approved defence budget for 2021, funds have been allocated to strengthen coastal defence in 2021-2026, including the acquisition of new coastal defence missile systems and naval mines. At the beginning of 2021, the Estonian Ministry of Defence's State Defence Investment Centre signed a contract for the purchase of naval mines with the Finnish company Forcit Defence. The scope of the contract was not disclosed, but the first PM16 mines arrived in Estonia in December 2021.
