On the basis of the tests of prototypes Boeing Model 83 and Model 89 ordered the u.s. navy 28. November 1928 the construction of the 27 serial F4B-1 (A8130 / A8156). These machines were given the company designation of Model 99 and based mainly from the Model 89 - were given the same chassis, they but in addition a landing hook as a Model 83 and got the engine R-1340C. R-1340B prototypes had the same performance, but had vypouklejší the front cover due to better aerodynamics, version C, but was already in mass production and the loss of the outputs of the influence of the resistance were only marginal. For the sake of security over the water were in the upper wing next to the center of the struts placed the two bags, which could be in the event of a landing on the surface of the nafouknuty carbon dioxide from pressurized bottles. Due to the chassis / undercarriage legs you F4B-1 retained the option of podvěsit one 227kg bomb.

The first completed machine for the first time on 25. April 1929 and all 27 of the machines was forwarded to the navy between 199. June and 22. August. 27 of the machines was not enough to arm two full squadrons (which consisted of 18 machines), but they were divided between two squadrons, bomber VB-1B on board USS Lexington (where he arrived the first 8. August 1929) and the fighter VF-1B. Already in June were as A8128 and A8129 purchased two prototypes, which were adjusted to the serial standard. F4B-1 originally carried by the motor cylinder aerodynamic transitions, tests but they have shown that their removal not only facilitate the cooling, but, paradoxically, also slightly increase the speed, therefore, they were soon removed. Later still, their engines were given the ring type Townend, and also, ultimately, enlarged tail surfaces, established from the final version of the F4B-4. It already but were transferred to training units, such as the Naval air school at the NAS Pensacola.

One machine, A8133, has been modified to personal transport machine of the assistant secretary of the navy, a single fighter aces of the navy David C. Ignallse. This machine was the first that got the motor ring Townend, was unarmed and in addition to the top of the wing, which remained from the top of the yellow, was all painted blue. In the midsection of the upper wing was also moved the tank.

According to the photos it would almost seem that the F4B-1 was produced at least once so much - the squadron of the navy in this era of constantly changing the designation of, the above-mentioned VB-1B Red Rippers right at the beginning of the 30. years changed the name on the VF-5B, VF-5S and then back to the VF-5B. According to this change and fuselage markings, they are also identifying the coloring on the tail - originally they were the tail surfaces of silver, such as the hull, later VF-5 used the color blue, and later green. With the Red Rippers F4B-1 have gone through the service at Lexington, the USS Saratoga and USS Ranger. The standard coloration of the F4B-1 otherwise was silver, with the exception of the upper wing, which was top to bottom: yellow-orange ("chrome yellow")..
