P-40L byl ve své podstatě silně odlehčenou verzí letounu P-40F-5CU. Konstruktéři se snažili snížit stále rostoucí hmotnost Warhawku i za cenu zmenšení zásoby paliva, zmenšení palebné síly. Obě verze P-40F i P-40L byly poháněny britským Merlinem vyráběným v USA. Tento motor měl větší výškovost než motor Allison a to především díky dvourychlostnímu kompresoru. Pro zavedené odlehčení se letounu dostalo přezdívky "Gipsy Rose Lee", což byly tehdy známá striptízová tanečnice.

P-40L-1-CU byl shodný s P-40F

P-40L-5-CU tato varianta byla odlehčena o dva kulomety a o interní nádrž o objemu 141 l.

P-40L-10-CU drobné změny na motoru a elektrické vyvážení křidélek.

P-40L-15-CU úpravy čističů nasávaného vzduchu.

P-40L-20-CU změna v radiovybavení a na elektroinstalaci.

Několik desítek letounů P-40L z různých výrobních bloků bylo přestavěno na P-40R-2, který byl poháněn opět motorem Allison V-1710-81. Tyto letouny byly používány k výcviku a kondičnímu létání pilotů. Přestavěna byla 53 letadla a z verze P-40F zástavbou motoru Allison vzniklo 70 letadel P-40R-1.
The P-40L was basically a "stripped" version of the Merlin-powered P-40F-5-CU. A great deal of effort went into reducing the weight of the aircraft, and indeed 450 lbs was removed. Amongst the changes was the removal of one gun from each wing, giving the P-40L a total of four wing mounted guns and by the partial removal of fuel. However, the hoped for increase in speed did not materialise – the P-40L was only 4 mph quicker than the P-40F. The RAF retained the Kittyhawk II designation for this version. Later production P-40Ls could carry rockets under the wings. The L-model was sometimes known as the "Gipsy Rose Lee", after the famous strip-tease dancer of the time.

The P-40L-1-CU had the same fuel and armament as the P-40F.

The P-40L-5-CU and subsequent P-40Ls had two of their wing guns removed to reduce the total armament. Internal fuel was reduced by 31 Imp gal by the removal of front wing tanks.

The P-40L-10-CU had electrical aileron trim tabs and engine control changes.

The P-40L-15-CU had revised carburetor air filters.

The P-40L-20-CU had radio and electrical changes.

A certain number of P-40Ls were selected at random and were withdrawn from operational service and modified with the adoption of the 1,360 hp Allison V-1710-81 engine in place of the original Merlin. These were used as advanced trainers. They were redesignated P-40R-2. At least 53 P-40L - P-40R conversions took place, but there were probably many more.

In the photos can be distinguished from the P-40F version perhaps only by the number of machine guns, the L version was lightweight and carried only 4x Browning caliber 12.7
