Named Fort Williams in G.O. 71, 13 Apr 1899, after Bvt. Major General Seth Williams, Assistant Adjutant General of the Union Army of the Potomac during the U.S. Civil War.

The land on ktorých sa rozprestieral vojenksý object sa started vykupovať in the year 1872 and the buyout was completed in 1903, when the area of the whole base dosiahla 90,45 akrov. Construction fortifikačných objektov pre delostrelrckú armament sa started 01.06.1873, object sa officially called the Battery at Portland Head and bol súčasťou zone opevnení port of Portland.
In 1893, the sa started budovať new fortifikačné elements in štýle Endicott. Time was in 1906 constructed 6 new batérií. During the 2. svetovej war bola pevnosť aktívne used. Pre defence of the port of sa using 3 pôvodné batteries, but vzhľadom to ich age and zastaranosti sa in 1943 built the aj the new position of the pre 90 mm cannons. Ochre delostreleckej loadout boli jnštalované aj two míniové polia ovlkádané from the fort.
