Amfibie F.11-And was formed in 1928, originally as a flying boat B.IV. Its author was Alfred A. Gassner, who for Fokker in the Teterboro he worked in the years 1928-1931. It was a high-wing with Fokkerovým typical wooden wing and all-metal hull coated duralovým plate, space for six passengers and the engine Pratt & Whitney Hornet mounted in a nacelle above the wing in a compression arrangement. It was envisaged even with the engine the Bristol Jupiter. For some time he had a flat auxiliary floats zatahovatelné the profile of the wings, later replaced by conventional rigid on the struts under the wing. It was built only one B.IV (I'm not known whether it was built in the US or in the Netherlands), and was soon adapted to the amfibii with an engine Wright Cyclone and renamed to B.IVa. In the US it was advertised as F.11 Flying Yacht, respectively. F.11-a Flying Yacht like the amfibie. In this form he was exposed to in Chicago, alongside the F.10 and Great Universal.

Serial production of F.11-And finally ran in Hasbrouck Heights in 1929. Because the local branch didn't have enough experience with all-metal construction of the fuselage, including the cover sheet and the seal, these were manufactured in the parent company in Amsterdam. Wings - unlike the previous types, for which are mostly brought from the Netherlands - was made in the US, even if classical Fokkerovou method, was wooden with a covering plywood and the shape and dimensions match the wing for F.14. Only the tail surfaces were covered with canvas. The First F.11-And had attractively designed chassis. This route even with the aircraft after the reorganization of the WAE in Trans World Airlines in 1933 he took over a chicago manufacturer of chewing gum, William Wrigley, Jr., owning most of the island. Another F.11 were flying between San Francisco and Oakland. Interested in these small amfibie but by far not as big as expected, and was completed in the end only about seven machines, the other twenty hulls remained in Amsterdam unfinished.

The U.S. Army Air Corps in 1931, bought for comparative tests F.11-AND NC7887. This machine, which at this time also had 429kW engine Hornet, has received the designation Y1C-16. Was tested as an observation and as a junction for transportation between the coastal and island bases as a replacement or supplement at the time of serving Sikorsky C.6. In 1932 it was renamed to C-16 and had remained an only child, the air force eventually bought a similar, but twin engine Douglasy C-21.
