González was a Guatemalan liberal who went into exile in El Salvador during the decade of the 1850s, taking refuge in El Salvador from the persecution of the conservative Rafael Carrera.


In the government of President Gerrard Barrios, he held various public posts. On February 21, 1862, he was named the first candidate for the post of Speaker of Parliament and subsequently elected, to that post, for the period 1862 to 1863.


After the outbreak of the war between Guatemala and El Salvador in 1863, he was appointed military commander of the frontier department of Santa Anna. In July 1863, he made an agreement with Rafael Carrera, who led the Guatemalan army and recognized the government and President Francisco Duenas as the new conservative president, while González Portillo declared that he no longer recognized the president and government of Gerardo Barrios.


In the Duenas government, González held the post of Minister of War from 1863 to 1871. In 1865, he presided over the military tribunal that sentenced Gen. Barrios.


On April 12, 1871, he overthrew Duenas and assumed the presidency.
During his presidency he began to apply liberal policies, enacting the 1872 laws proclaiming freedom of religion, secularizing cemeteries, legalizing divorce and civil marriage, introducing secular teaching, and abolishing religious orders.


Power was handed over to Andrés Valle, a coffee grower, on 1 February 1876.
