History:
In 1931, at a time when it was tested třímotorový seaplane H3H1, enacted by the Kaigun Koku Hombu naval arsenals of Hirosho Dai-Juichi Kaigun Kokusho), to begin with the development of a twin-engined flying boat, which would replace the already obstarožně-looking Hiro H2H1 Type 89. Chief designer ing. Jun Okamura designed a modern interpretation of an all-metal monoplane powered by inline engines Hiro type 91-1. The development of the aeroplane, however, was disproportionately long (from 1931 until 1937), we can say that this type of vyvijel throughout the production. Kaigun Koku Hombu in 1937, the ministry issued specifications for a 9-Shi, that requested a replacement H4H Type 91. During the whole development, designers tried to achieve the best flight and navigational features, and so it was achieved that produced the aircraft was in its essence označitelná: "what a piece of - it original“.
Version H4H2 used star devítiválce with higher performance and reliability, but smaller výškovostí. The production also engaged the company Kawanishi Kokuki K. To., it delivered its first aircraft on 16. 06. 1933. Navy flying boats H4H both versions used during the war with China to patrol and to transport the mail from China to Japan and vice versa. At the time of the outbreak of war these aircraft were already very outdated.
