Konstruktéři firmy Išikawadžima v červenci roku 1927 zahájili práce na přestavbě experimentálního cvičného letounu Išikawadžima CM-1 (R-1).
Projekt byl označen jako Išikawadžima R-2 a základem tohoto nového letounu byl zcela nový trup, který byl vyroben z ocelových trubek. Tato konstrukce trupu překonala nedostatky celodřevěné konstrukce průzkumného letounu Išikawadžima T-2. Křídla zůstala celodřevěná. Významnějších změn doznaly ocasní plochy a dále byly odstraněny mezikřídelní vzpěry ve tvaru písmene N, nahradily je dvě souběžné vzpěry s výztužnými dráty.
Nový letoun byl poháněn mírně výkonnější verzí motoru Cirrus MK.II, motor byl dokonaleji kapotován a byl uložen níže, než u typu Išikawadžima CM-1.
První ze dvou prototypů, objednaných armádním letectvem, vzlétl v březnu 1928. Následně byl předán armádnímu letectvuke zkouškám. Při těchto testech bylo zjištěno, že je lehčí než jeho předchůdce, ale zároveň má pevnější konstrukci. Letová stabilita se znatelně zlepšila, ale armádní letectvo jej nepřijalo, lépe byl hodnocen konkurenční typ Micubiši Ki 1 Trainer (Hanriot HD-14).
Dokončeny byly pouze dva prototypy, armádní letectvo oba letouny po zkouškách vrátilo zpět společnosti Išikawadžima, zde létala až do roku 1935.

The Ishikawajima engineers in july 1927 came to rebuilding and redesign Experimental Trainer CM-1 (R-1). The new fuselage was made of welded steel tubing, to overcome a shortcoming of the all wooden Reconnaissance Aircraft T-2 that was recognized at an early stage. The wings remained of wooden construction. Major changes were made in the outline of the tail surfaces and the N interplane struts were also changed to two parallel struts with bracing wires. A much more streamlined engine cowling was used to house the lower-mounted and later model 90hp Cirrus II engine. The first of two of these trainers ordered by the Army was completed in March 1928 and delivered to the Army for evaluation. The R-2 was found to be lighter in weight but stronger in construction than the CM-1. Stability improved, but the Army assessed the aeroplane as still being inferior in stability to the Mitsubishi Type Ki 1 Trainer (Hanriot HD-14). Only the two prototypes were built, the Army released the two aeroplanes back to Ishikawajima for, here flew into 1935.
