This flying boat were built under license from an English a Short S.15 F.K.1, using components mostly acquired from England.
Experience with this design helped Kawanishi in later years when they manufactured the large H6K and H8K flying boats that were used extensively during the war.

History:
The Japanese naval air force needed a reliable long-range flying boat with sufficient flight endurance to control very large sea areas. Japanese designers have been working hard on this category of flying boats since the late 1920s. The domestic industry had already been modernized, but designers and technicians still did not have enough experience with the construction of such large machines, so help was still sought abroad. The first prototype was sent by sea, after taking over it was assembled in the Naval Air Arsenal in Yokosuka and shortly afterwards was handed over for practical testing to Tateyama Kokutai. After the successful conclusion of licensing rights for the production of this flying boat, the work at Kawanishi was directed by designer Yoshio Hashiguchi, who had just returned from an internship at the Short Brothers factory, where he was involved in the development of Calcuta.


After the production of the first two flying boats, which, except for the strengthening of the structure and the covered cockpit, corresponded to the original British model, two more boats were produced, which received different bow glazing and other minor changes. All five flying boats flew at Tateyama Kokutai. Large biplane flying boats fulfilled their task, allowed pilots to know the behavior and capabilities of flying boats, and designers were able to get acquainted with their design and construction. This was later used by the Kawanishi Kokuki K. K. factory in the construction of a purely own modern design such as the flying boat H6K Mavis.
