In 1937, the Navy placed orders with Nippi, Watanabe and Kawanishi for a 12-Shi Primary Seaplane Trainer to be powered by a 130hp Jimpu engine as replacement for the Navy Type 90 Primary Seaplane Trainer. There was little latitude in design concept, therefore all three entries were almost the same in
appearance and performance.

Brief history:


In the mid-1930s, the Naval Air Service needed to replace the aging Jokosuka K4Y1 (Type 90) basic training floatplane. In 1937, it issued Specification 12-Shi, and these specifications also spelled out the technical requirements for a trainer seaplane(the Japanese did not distinguish between floatplanes and flying boats). A total of three companies entered the competition, Nippi, Watanabe and Kawanishi. Kawanishi began design work in May 1937 and the first prototype was completed and flown on 6 July 1938.
All three design bureaus had to comply with the specifications, and as it happened, the three floatplanes were very similar in both appearance and performance.


After trials lasting three months, Kaigun Koku Hombu announced the winner of the competition - it was Kawanishi K8K1, which was accepted into service in June 1940 as the Naval Seaplane for Basic Training Type 0 Model 11, or K8K1 11 for short.
In early 1940, small series production began and after twelve such aircraft were produced, production was discontinued, by which time the Type 93 trainer floatplane - abbreviated Jokosuka K5Y, known as Willow in Allied code.
