Tato zajímavá medaile byla založena Výnosem předsednictva Národního shromáždění číslo 2383 ze dne 27. července 1984.
Medaile byla udělována za zásluhy Bulharským občanům i cizincům. Medaile má charakter pamětní i záslužný, neb se neudělovala plošně, ale předem vybraným soudruhům doma i v zahraničí.
