Born in Kharakovo in the family of an officer.Studied at the College of Commerce in Kharkov but did not finish due to revolutionary activities.In 1917 joined the VKS /b./.Since 1919 adjutant of M.Frunze.


In 1920 he joined the Cheka.One of the leaders of the Cheka in the Caucasus.Head of the Cheka in Grozny.
1929 - 1931 - OGPU officer in the Ivanov region.One of the organizers of the collectivization.
In November 1931, he was appointed Chief of the OGPU's Secret Political Department.He was tasked with monitoring and arresting anti-Stalinist opposition.He had an early role in the repressions of 1934-1937.One of Yagoda's closest collaborators.A leading figure in all political trials.He advocated the slogan "the arrested must confess at any cost".


After the fall of Jagoda he became the People's Commissar of the Interior of Belarus.Soon arrested as a member of the "Trotskyist-Fascist conspiracy".
03.02.1937 - arrested.


09.10.1937 - shot on the verdict of the Military College of the Supreme Court of the USSR.


Not rehabilitated.
