Brief history:
In April 1925, the Nakajima Hikoki K.K. factory acquired two Breguet 19 A2 aircraft from France; they were long-range multi-purpose aircraft. The purchase of these two aircraft was the work of a well-known aviation promoter and supporter of the Asahi Shinbun newspaper concern. By acquiring these two aircraft, the Nakajima Hikoki K.K. factory was allowed to become quite familiar with the design of the aircraft. At the same time, negotiations were initiated to purchase the rights to license production, and these negotiations were successful. In the end, the licensed production did not take place because the Imperial Army Air Force did not show interest in the reconnaissance aircraft. So Nakajima Hikoki K.K. promptly changed the wheeled landing gear for two all-metal floats and offered it to the naval air force. However, the Navy at that time began receiving new aircraft of this category, the Yokosho Type 14, and also showed no interest.
Nakajima Hikoki K.K. still entered it in a competition the Navy had for a long-range reconnaissance aircraft, this competition was eventually cancelled because the long-range category could not be accurately formulated.
For a time, this aircraft flew again with wheeled landing gear and the civilian designation J-BBFO as a mail aircraft.
Unlike the French Breguets, the Nakajima was powered by the more powerful Loriane 2 engine; the French had the Loriane 1.
