Was established by a resolution of the presidium of the Central executive committee of the USSR of 6. April 1930 as that's when the highest state awards to the award for exceptional results in the construction of socialism. According to the statutes and their supplements is awarded to individual citizens and groups, events, institutions, social organizations, svazovým and autonomous republics, regions and other territorial administrative units for especially outstanding merits in revolutionary movement, labour activity and defense of the socialist fatherland, for the significant contribution to development of friendship and cooperation between nations, the struggle for peace, democracy and social progress. Awarded also to all holders of the title hero of the Soviet union and hero of socialist labor. High honors can get even persons who are not citizens of the USSR, and plants, organisations, institutions, and cities of other states. Worn on the left side of the chest, as the first in the ranking of honors.

Carriers of the Lenin's order happened even a few czechoslovak soldiers. In addition to those which have been handed over together with the Golden star of the hero of Soviet union, presidium of the Supreme soviet of the USSR granted the 17. April 1943 then colonel Louis Svoboda for exemplary leadership 1. čs. a separate battalion in the field in the battle for Sokolovo, and 11. December 1943 lieutenant Vladimir Jank, chief of staff of the tank battalion, and ensign Sergei Petrasovi, commander of a platoon of motorized samopalníků, for the exemplary fulfilment of military duties in the battle of Kiev.
The total was in the years of the Great patriotic war decorated with the order of Lenin forty-one thousand persons, of which thirty-six thousand soldiers and guerrillas, and over two hundred volumes and formations of the Soviet army.
