In 6/1940 a request for a new design of the Pz.Kpfw.II n.A arose. Compared to the previous design VK 9.01, an increase in armour protection and an increase in the tank's top speed were required. The new design received the development designation VK 9.03. A new Maybach HL 66 P engine was to be used, and the armour on the sides and rear of the hull was to be increased to 20mm. The original design envisaged the same chassis as VK 9.01, later the wheelbase was increased from 2000mm to 2080mm. New Kgs 63/360/90 tracks were to be used. The firm M.A.N. was awarded the contract to build five prototype platforms, Daimler Benz was awarded the contract for the turret and superstructure design. The firm M.A.N. reported that it would deliver the first prototype in 9/1941. Gradually, design proposals combining various control units and gearboxes were developed. Meanwhile, the factories were to prepare for the planned mass production of the new light tank, which was to begin in early 1942. The long-term plan for the production of Panzerprogramm 41 tanks (the long-term planning went back to 4/1945 !) envisaged the production of 2592 VK 9.03 Pz.Kpfw. (for the needs of tank units for combat reconnaissance), 8111 [iaa]VK 9.03 Pz.Sp.Wg. (for reconnaissance tasks for the needs of higher headquarters, infantry, motorised infantry and reconnaissance units, tank units, engineer units and tank fighter units) and another 1483 VK 9.03 Pz.Kpfw. (for the command elements of tank fighter units and for artillery reconnaissance units (Beobachtung) of artillery units). Further use of the VK 9.03 platform envisaged the construction of 1,028 le.Pz.Jäger (Pz.Sfl.5cm) tank fighters and 360 self-propelled guns with 15cm s.I.G.33.


There were a pair of VK 9.03 designs. This version VK 9.03 (Pz.Kpfw.II Ausf.H) with a crew of three was intended for combat reconnaissance in tank regiments. However, there was a version VK 9.03 (Pz.Kpfw.II Ausf.M), which was a combination of the VK 9.03 platform and the superstructure and turret from the VK 13.03 (Pz.Kpfw.II Ausf.L "Luchs")
. The crew of this version was to consist of four persons.
The company M.A.N. reported in a report dated 18.8.1941 a description of the situation in preparation for series production. It reported that the production capacity of the expanding factory would not be sufficient; there was a shortage of machine tools. In fact, the company also produced Pz.Kpfw.III.
However, on 1.8.1941 the first reduction of plans came. Orders were changed to deliver 250 VK 9.03 and 250 VK 13.01 tanks. Six prototypes were also to be delivered, the first of which was to be delivered in 9/1941.
There was a monthly outline of planned production for the six months ahead drawn up by Wa J Rue (WuG 6). In the overview of 3/12/1941, the next scheduled date for first deliveries was pushed back and fell on 5/1942, later revised again to 4/1942. Constant changes in design proposals slowly but surely pushed the project of a light reconnaissance tank of the 10-ton weight category into oblivion. The last planned alternative of using the control unit and transmission was to use these components from Pz.Kpfw.38 (t) n.A.
The end of the VK 9.03 program came abruptly on 27 March 1942, when preference was given to a massively heavier opponent VK 13.03 (Pz.Kpfw.II Ausf.L). The order for 250 VK 9.03 and 250 VK 13.03 was changed to 500 VK 13.03.


Planned modifications of VK 9.03
At the request of Adolf Hitler, the VK 9.03 machines were to be Kw.K.42 armed with the Kw.K.42 [url=https://www.valka.cz/topic/view/14207/]Adolf Hitler 2.8cm cannon[/url]. The first prototype tanks with this gun were to be delivered by 1.10.1942. However, by that time the VK 9.03 programme had already been terminated.
On 13.12.1941, modifications to the Pz.Kpfw.II Ausf.H and Ausf.M (VK 9.03) were requested in the WaPrüf Stab report due to the warm climatic conditions (Trop).
A report WaPrüf 6 dated 1 July 1942 stated that the requirement for the development of an artillery observation and guidance vehicle Panzerbeobachtungswagen on the VK 9 platform.03 intended for self-propelled artillery units and tank regiments was filled by building a prototype on 1 September 1941 (?). It was VK 9.03 with turret from VK 13.03.
