All available sources state that the Chief of Staff of the 7th Army in the period 1943/1944 was Mikhail Ignatievich Peshechontsev (Михаил Игнатьевич Пешехонцев). However, in the Russian military archives, a person of that name is not recorded either as decorated or as wounded or killed. By filtering the data, I found the real chief of staff of the army, who was Semyon Pavlovich Peshechontsev. This is evident from the attached archival documents.
In the first document - the decoration proposal - it is stated that Semyon Pavlovich Peshechontsev was at that time (25.01.1943) the deputy chief of staff of the 7th Army. He is also signed with such function on the next document. The third document is also signed by him, but already in the capacity of temporarily commissioned Chief of Staff of the said army.
