In 1928, French General Etienne began a development program for a special type of vehicle called a "fortress tank" (char d'arrêt), which was to have a weight of 45 to 55 tons. The main idea was to create a heavily armoured and armed vehicle to reinforce the Maginot Line as a mobile protection against enemy armoured vehicles. Although classified (at least by name) as a tank in France, it was de facto a tank fighter.

In addition to FCM, which created a competing design BB, the French Army's own design for such a fighting vehicle was created in 1929/30 under the direction of the Section Technique des Chars de Combat (STCC) (Technical Section of Combat Tanks).

Two designs emerged. I have no information about the first one.

The second design was for a massive chassis on which was mounted a high superstructure in which was to be mounted a 75 mm cannon with a high muzzle velocity. Unlike the competing FCM vehicle (BB), this vehicle was to have significantly weaker armour (maximum 40 mm) at a much higher weight.

Work on this tank was suspended. This was due to the Geneva Disarmament Conference, which was taking place at this time, and which also limited the maximum weights of tanks produced. Work on this category of tanks was therefore suspended, but the programme was later restarted and produced a number of even more powerful vehicles.
